وأكدت  اللجنة في بيان اليوم الاثنين 17 اغسطس 2026م ، أن إصلاح التعليم لا ينفصل عن إصلاح أوضاع المعلمين وتمويل التعليم؛ ولذلك تتمسك بمركزية الإنفاق على التعليم وتخصيص ما لا يقل عن ٢٠٪ من ميزانية الدولة للتعليم، بما يضمن توفير الموارد اللازمة لاستمرار العملية التعليمية وتحسين بيئة التعلية

حول زيادة المرتبات وفق قرارات مجلس الوزراء ومنشورات ديوان شؤون الخدمة.

تؤكد لجنة المعلمين السودانيين أن الزيادات المقررة في مرتبات العاملين بالدولة، والتي بدأ الالتزام بتنفيذها اعتبارًا من هذا الشهر، جاءت نتيجةً مباشرةً لتصعيد المعلمين وطرقهم المستمر على قضيتهم ورفعها عبر الإضرابات والمذكرات والمطالبات، وما وجدته هذه المطالب من تضامن مجتمعي.

وتستند هذه الزيادات إلى قرارات ومنشورات صدرت خلال الفترة الماضية، من بينها قرار مجلس الوزراء رقم (٢٠) لسنة ٢٠٢٥م بتاريخ ١٦ فبراير ٢٠٢٥م بشأن تعديل بدل الوجبة ومعالجة بدل السكن، وقرار مجلس الوزراء رقم (٧٨) لسنة ٢٠٢٦م بتاريخ ١٢ أبريل ٢٠٢٦م بشأن إزالة المفارقات.

وتؤكد اللجنة أن ما تقرر يجب أن يُنفذ فورًا وبأثر رجعي من تاريخ استحقاقه، بما يشمل المتأخرات التي تراكمت خلال الفترة الماضية، والتي تتراوح في بعض الاستحقاقات بين ١٠ و١٤ شهراً.

توضح الأرقام أن المرتب الأساسي والزيادة المقررة وفق القرارات جاءت على النحو الآتي:

الدرجة الأولى.
المرتب الحالي: ٢٢١ ألف
الزيادة: ٢٨٠ ألف
الجملة: ٥٠١ ألف.

الدرجة الثانية.
المرتب الحالي: ١٧٢ ألف
الزيادة: ٢٨٠ ألف
الجملة: ٤٥٢ ألف.

الدرجة الثالثة.
المرتب الحالي: ١٥٥ ألف
الزيادة: ٢٧٥ ألف
الجملة: ٤٣٠ ألف.

الدرجة الرابعة.
المرتب الحالي: ١٣١ ألف
الزيادة: ٢٧٠ ألف
الجملة: ٤٠١ ألف.

الدرجة الخامسة.
المرتب الحالي: ٩٧ ألف
الزيادة: ٢٦٥ ألف
الجملة: ٣٦٣ ألف.

الدرجة السابعة.
المرتب الحالي: ٩٥ ألف
الزيادة: ٢٦٠ ألف
الجملة: ٣٥٥ ألف.

الدرجة الثامنة.
المرتب الحالي: ٨٠ ألف
الزيادة: ٢٥٥ ألف

تنظر اللجنة إلى هذه الزيادات باعتبارها خطوةً، لكنها لا تكفي لمعالجة الانهيار المريع في أجور المعلمين.

تكفي مقارنة الزيادة بالمرتب الحالي لإدراك حجم الخلل؛ ففي كل الدرجات تتجاوز الزيادة نفسها قيمة المرتب القائم، وهذا دليل كافٍ على حجم الانهيار الذي أصاب المرتبات وعدم منطقيتها في ظل الواقع الاقتصادي الراهن.

وعليه، تتمسك اللجنة برفع الحد الأدنى للأجور إلى ٣٦٠ ألف جنيه، باعتباره مدخلًا أساسيًا لإصلاح هيكل الأجور، بما يرفع المرتب الأساسي للدرجة الأولى العادية إلى أكثر من مليوني جنيه، دون العلاوات والبدلات.

كما تؤكد اللجنة ضرورة معالجة العلاوات والبدلات ذات القيم الثابتة، وعلى رأسها بدل الوجبة، والعلاوة الاجتماعية، وعلاوة الطفل، والعلاوة المرتبطة بالمؤهل العلمي، وبدل السكن والترحيل، بما يتناسب مع الواقع الاقتصادي.

كما تتمسك باحتساب العلاوات المرتبطة بالمرتب الأساسي على أساس كامل المرتب، وبمخصصات الدرجة الأولى للمعلمين باعتبارها مكسبًا تحقق عبر إضراب الكرامة ٢٠٢٢–٢٠٢٣م، إلى جانب مراجعة علاوات المديرين والوكلاء بما يتناسب مع الواقع الاقتصادي ومسؤولياتهم.

تؤكد اللجنة أن إصلاح التعليم لا ينفصل عن إصلاح أوضاع المعلمين وتمويل التعليم؛ ولذلك تتمسك بمركزية الإنفاق على التعليم وتخصيص ما لا يقل عن ٢٠٪ من ميزانية الدولة للتعليم، بما يضمن توفير الموارد اللازمة لاستمرار العملية التعليمية وتحسين بيئة التعليم.

كما تجدد اللجنة مطالبتها بمعالجة قضايا المعلمين في كردفان ودارفور، ورد الحقوق ومعالجة أوضاع المعلمين المتضررين في هاتين المنطقتين، بما يضمن المساواة في الحقوق والاستحقاقات لجميع المعلمين دون تمييز.
وتؤكد اللجنة أن هذه الزيادات، رغم أهميتها، لا تمثل معالجةً كاملةً لقضية الأجور، وأنها يجب أن تكون بدايةً لمعالجة شاملة لهيكل المرتبات والعلاوات والبدلات، لا نهايةً للمطالب.

في الوقت نفسه، تنبه اللجنة إلى أنه لا توجد حتى الآن ضمانات كافية لتنفيذ هذه القرارات بالصورة التي صدرت بها، خاصةً في ظل ما اعتادته الحكومات المتعاقبة من التسويف وإطلاق الوعود التي لا تجد طريقها إلى التنفيذ.

وعليه، فإن ضمان تنفيذ هذه القرارات وصرف الاستحقاقات كاملةً وبأثر رجعي لن يتحقق بالانتظار، وإنما بمواصلة المعلمين ضغطهم وتصعيدهم وتمسكهم بحقوقهم. وقد أثبتت التجربة أن ما تحقق حتى الآن لم يكن نتيجةً لشيء، بقدر ما كان ثمرةً مباشرةً لتصعيد المعلمين وإضراباتهم ومذكراتهم ومطالباتهم.

وترى اللجنة أن هذه الزيادات تمثل فرصةً أخيرةً للحكومة ووزارة المالية لإثبات الجدية في معالجة قضية أجور العاملين، والانتقال من الوعود والتسويف إلى التنفيذ الفعلي، وصرف الاستحقاقات في مواعيدها ودون انتقاص.

إن لجنة المعلمين السودانيين تؤكد أن ما تحقق حتى الآن لم يكن ليحدث لولا نضال المعلمين وتصعيدهم، وأن مواصلة الطريق تقتضي تنفيذ ما صدر من قرارات كاملًا، وصرف الاستحقاقات بأثر رجعي، واستكمال معالجة هيكل الأجور والعلاوات، وتمويل التعليم بما يضمن للمعلم أجرًا يحفظ كرامته وللطالب حقه في التعليم.

ضمت قائمة ال(9) لجائزة كتارا للرواية العربية 2026 سودانيين هما : طارق الطيب عن روايته ( رأيت ما لا يجوز لك ) و مهند رجب الدابي عن روايته (حصار الغزالة واو).

وجاء ضمن القائمة ثلاثة مصريين وسعودي وسوري وجزائري وأردني .

والجائزة سنوية اطلقتها المؤسسة العامة للحي الثقافي (كتارا) في بداية العام 2014، وتقوم المؤسسة بإدارتها وتوفير الدعم والمساندة والإشراف عليها بصورة كاملة من خلال لجنة لإدارة الجائزة تم تعيينها لهذا الغرض.

وعاد فينيسيوس، إلى تدريبات الفريق الملكي، بعد انتهاء فترة الراحة التي حصل عليها بعد مشاركته مع البرازيل في كأس العالم 2026.

وتركزت الأضواء على فينيسيوس، في ظل الجدل الكبير حول مستقبله مع ريال مدريد، في ظل انتهاء عقده بعد موسم واحد، وعدم التوصل لاتفاق حول تجديده حتى الآن، ورغبة آرسنال في ضمه هذا الصيف.

ورغم أن قوات الدفاع المدني تمكنت من السيطرة على الحريق في وقت وجيز، إلا أن أحد الفنيين قال لـ”العربي الجديد” إن عمليات الإصلاح قد تمتد لنحو أسبوع دون تحديد موعد دقيق للعودة الكاملة للخدمة. ولا تزال ولايات الخرطوم، والبحر الأحمر، ونهر النيل، والولاية الشمالية تعيش إظلاماً تاماً، ما أدى إلى شلل في الأسواق والجهات الرسمية، كما توقفت بعض المعاملات الإلكترونية، ما فاقم الأعباء المعيشية والمجتمعية.

احتجاجات على انقطاع الكهرباء في السودان

قال سكان في بورتسودان لـ”العربي الجديد” إن المدينة شهدت انقطاعاً كاملاً للتيار بالتزامن مع موجة حر شديدة، في وقت أصدرت فيه هيئة الأرصاد الجوية تحذيراً باللون الأحمر للولاية يستمر حتى السادس من أغسطس/ آب الجاري.
وتزامن انقطاع الكهرباء مع إقدام مواطنين في منطقتي جبيت وسواكن بولاية البحر الأحمر على إغلاق الطريق الرابط بين بورتسودان ووسط السودان، احتجاجاً على انقطاع التيار الكهربائي الذي وصل إلى 12 ساعة يومياً. استمر الإغلاق من ليل الجمعة حتى صباح السبت، وتوقفت حركة الشاحنات بالكامل في منطقة جبيت، مع مطالبات بعودة الإمداد بصورة منتظمة، وفقاً لمقاطع فيديو متداولة.
وجاءت الاحتجاجات بعد عطل فني في الخط الناقل بين بورتسودان وعطبرة، أدى إلى انقطاع كامل للتيار في ولاية البحر الأحمر، ما دفع شركة الكهرباء إلى تقليص الإمداد إلى 12 ساعة يومياً وفق بيانات محلية. وتزامن الانقطاع مع ارتفاع درجات الحرارة إلى 44 درجة مئوية، ما أثر على خدمات المياه في بعض الأحياء. كما شهدت ولاية الخرطوم احتجاجات وغضباً شعبياً على انقطاع الكهرباء، حيث أغلق سكان بعض الطرق الرئيسية، وسط اتهامات للسلطات بالعجز عن إيجاد حلول لأزمتي انقطاع مياه الشرب والكهرباء.

وأعلنت وزارة الطاقة أنها تعاقدت، نهاية يوليو/ تموز الماضي، مع شركة خاصة لتشغيل بارجة جديدة على ساحل البحر الأحمر بطاقة 100 ميغاواط، إضافة إلى 50 ميغاواط من المحطة الأرضية، لتخفيف حدة الانقطاعات، إلا أن الأعطال التي لحقت بالخط الناقل من سد مروي تسببت في انقطاع واسع تأثرت به جميع ولايات السودان. تبلغ طاقة سد مروي 1250 ميغاواط، وهو أكبر محطة لتوليد الطاقة المائية في السودان، وقد شهد أعطالاً متكررة في الخطوط الناقلة خلال العامين الماضيين بسبب الاستهداف العسكري ونقص الصيانة، ما أثر على إمدادات المياه والوقود والمستشفيات، خاصة مع حرارة تتجاوز 45 درجة مئوية في بعض الولايات. ويعد سد مروي أكبر محطة لتوليد الطاقة المائية في السودان، ويغذي الشبكة القومية التي تربط ولايات الشمال والشرق والوسط.

ضربات “الدعم السريع”

وسبق أن أطلقت قوات الدعم السريع سرباً من الطائرات المسيرة استهدفت مطار وسد مروي، ما أدى إلى أضرار بالسد واشتعال النيران وقطع عام للتيار الكهربائي عن مدينة مروي. وفي الثالث عشر من يناير/ كانون الثاني من العام الماضي، استهدفت قوات الدعم السريع المحطة الكهربائية، حيث تداول ناشطون على مواقع التواصل الاجتماعي مقاطع فيديو تظهر اندلاع حريق في المحطة التحويلية للكهرباء، وهي المحطة الناقلة للكهرباء من السد إلى الشبكة القومية التي تغذي عدداً من الولايات السودانية بالطاقة الكهربائية، ما أدى إلى انقطاع في خدمات الكهرباء في عدد من المدن ومن بينها مروي، وبورتسودان، وأم درمان، وعطبرة، ودنقلا. وأدى الهجوم إلى احتراق مفاعل خط المرخيات الكهربائي.

ويعد هذا الهجوم الخامس منذ بدء استهداف محطة مروي الكهربائية، ما أدى إلى انقطاع وتذبذب التيار الكهربائي في أجزاء واسعة من الولاية الشمالية في السودان وامتد أثره إلى بقية ولايات السودان آنذاك. ويقع سد مروي شمالي السودان، كما تعتبر مروي منطقة تمركز بديلة للقوات الجوية، وتضم أكبر مشروعين زراعيين في الولاية الشمالية تم إنشاؤهما منذ عهد الاستعمار الإنكليزي. كذلك يعتبر السد من أبرز معالم المدينة، ويقع في منطقة الحمداب على بعد 350 كيلومتراً شمال الخرطوم، و40 كيلومتراً من وسط مدينة مروي. يشار إلى أن قوات الدعم السريع كانت قد استهدفت أكثر من مرة عبر المسيرات محطات للكهرباء في ولايتي القضارف وسنار ونهر النيل، فضلاً عن سدي أعالي عطبرة وستيت الذي ينتج 320 ميغاواط.

أهمية سد مروي

يقول الخبير الاقتصادي إبراهيم شقلاوي، لـ”العربي الجديد”، إن لسد مروي أهمية استراتيجية وتنموية من خلال موقعه شمال العاصمة الخرطوم، إذ اكتمل بناؤه عام 2009 بهدف تحقيق مجموعة من الأهداف التنموية. يعد السد المصدر الرئيسي لتوليد الطاقة الكهربائية، إذ ينتج ما يغطي نحو 45% من احتياجات السودان من الكهرباء، حسب شقلاوي الذي يشير إلى أن السد يسهم في حماية أراضي الولاية الشمالية من فيضانات النيل، ويعزز المشاريع الزراعية والصناعية التي تعتمد على بحيرة التخزين بطول 176 كيلومتراً. وقال إن موقعه الاستراتيجي أتاح فرصاً لتعزيز الأمن الغذائي وتطوير القطاعات الإنتاجية، ما جعله ركيزة أساسية في مساعي تحقيق التنمية المستدامة.
ويتابع شقلاوي: “لا تقتصر التداعيات السلبية لسد مروي على الأضرار المادية المباشرة بل تمتد إلى إضعاف قدرة السودان على الحفاظ على استقراره الاقتصادي والاجتماعي؛ إذ يمثل السد محوراً رئيسياً لشبكة الكهرباء القومية، وأي انقطاع في التيار الكهربائي يؤثر على مختلف القطاعات، بما فيها الزراعة والصناعة والخدمات العامة والخدمات الصحية. كما تعمق هذه الهجمات معاناة المواطنين في ظل أزمات اقتصادية خانقة”.

As we mentioned above, it looks a bit like a shrunk-down version of the original iPhone, and it’s reassuringly robust – after almost a year with the Watch, there no scratches on the body or screen, although the brighter of our two Sport Band straps is starting to look a bit grubby.

Apple doesn’t recommend dunking your Apple Watch first-gen in water. While the watch is rated as water-resistant to the IPX7 standard, which should mean it will survive in water up to a depth of 1 metre for up to 30 minutes, Apple describes it as “splash- and water-resistant but not waterproof”. So it’s ok to use it in the shower – as Apple’s CEO Tim Cook apparently does – but it’s not to be taken swimming.

While doing our best to extend the watch’s battery life, we wanted to force-quit some apps and found the method of doing so deeply counterintuitive.

The resolution of the screen on the 38mm Apple Watch (which measures 1.32 inches diagonally) is 272×340 while the 42mm model offers 312×390 on a screen that measures 1.5 inches. Both models, therefore, offer a pixel density of 326 pixels per inch, or ppi.

In both cases, the Apple Watch screen is officially rated (or perhaps we should say branded) as Retina-quality, and our subjective experience with it has been great. It’s sharp and vividly colourful and we’ve yet to notice any pixellation.

The touchscreen aspects work terrifically too: it’s highly responsive, and we found we tend to fall back on old habits, swiping through screens whenever possible by using the touchscreen even if a scrolling option is available via the Digital Crown. It ought to be as easy to quit apps and glances as it is on the iPhone – but it isn’t. To quit an app you have to press and hold the side button, and then do the same again. Nobody is going to stumble on that by accident.

As with many aspects of this product, experiences have varied among the team, and it’s likely that day-to-day performance is influenced by factors such as apps and Glances currently running. It’s rare to find an app that’s near-instantaneous to respond, as they’ll open quickly but will often hang, leaving us staring at a black loading screen; and syncing processes with the iPhone, over a Bluetooth connection, can be sluggish.
